Oh well, here's the mysterious Zoroark that I had drawn previously on my "It's raining Pokemon!" drawing [link]

He is Katsuo's older twin brother, an yes, he did destroy Akemi village, though his reasons for having done that remain unknown.
Hana apparently sees that he does not pose a threat anymore and trusts that he can take good care of the kids while they handle a very important mission.
